Reporting directly to the chancellor in consistence with university's statutes, regulations and policies, the Deputy of Development and Resource Management precedes over the employment, administrative, financial, transactional, and logistical affairs of the university and its various sectors, monitoring the processes and coordinating the events.Overseeing financial matters (including tuitions), authenticating students' financial bills and documents, verifying students' final account settlement, and concluding student registration and enrollment are all part of the regular dealings of this deputy department.
Key Duties of Deputy and Its Sub-Divisions:
- Deputy of Development and Resource Management:
- Supervision over the conformity of financial (including taxations), transactional, and administrative (including employment) affairs with bindingrules and regulations;
- Supervision over the affairs of all sub-divisions;
- Job description of sub-divisions and assignment of tasks and boundaries of authority;
- Endorsing cheques and financial notes issued by university's Department of Financial Affairs.
- Department of Financial Affairs:
- Managing all financial transactions and activities in conformity with relevant regulations;
- Help develop current and development budget plan;
- Monitor the preparation and registration of financial documents;
- Develop work program of sub-units and supervise over their tasks and transactions.
- General Department of Administrative Affairs:
- Draft administrative guidelines, circulars, and instructions in conformity with university's binding regulations;
- Examine university's field of employment and work closely with the Department of Planning and Development to recommend and adopt necessary modifications;
- Organize the service and administrative records of staff and personnel in the form of a data-bank;
- Develop manpower plan;
- Provide logistic and supply support to all divisions and departments;
- Monitor the affairs of service department andensure that they are evenly and efficiently provided throughout the university;
- Following up on all contracts in coordination with relevant authorities.
- Student Welfare Department:
- Developing plan for allocating student loans (academic, housing, marital, emergency, tuition, rent deposit, etc.);
- Planning and following up on student accident insurance;
- Coordinating student paid-activities and ensuring prompt payments;
- Planning for loans to establish student welfare trusts for the allocation of interest-free student loans;
- Listing applicants eligible to obtain student loan for each academic term and ensuring timely payments;
- Maintaining direct contact with Student Welfare Fund.
- Monitoring the activities of welfare personnel.
